conductor configuration

i came across an installation where there was a 4/0 AWG conductor run between a 100A meter and 100A ATS. However there was a short #2 conductor joined to the 4/0 with a bulldog on each end. the #2 went to the 100 A breaker at the meter and on the lugs of the ATS.

is this a violation of code or no?

this would be ok if there is proper wire bending space for the 4/0 and the #2 was otherwise acceptable size. If it was a long run the installer probably increased the conductor size for voltage drop.

As long as it is all solidly connected and insulated, no violation.
