Transformer ungrounded neutral

A transformer is being added to one of our facilitys HV44000, LV 4160wye/2400. This is going to feed a 4160 Delta Transformer.

Does the 4160 wye/2400 secondary neutral bushing not have to be connected or grounded?

Just curious, I'm not really a transformer man.

Take a look at 250.20(B) for when a system must be grounded and also take a look at 250.21(B) for ground detectors on ungrounded systems.

This installation is not involved in an occupied building situation. This is a substation installation out in the woods to power a huge pump.

They are only going for Line to Line Voltage here. I know they don't need it on a 4160Y/2400 system for 4160 L-L Voltage but in a substation do they not have to ground the neutral bushing?
