3 phase 4 wire system for multible building

If you have multible buildings with sub-panels at each, but an equipment grounding conductor was not run with the feeder, can you use a continous water piping system that feeds multible buildings as the grounding conductor if you bond from the water pipe at each building to the building sub-panel grounding terminal bar and by this means, keep the grounded and grounding seperate with the exception of the source or first means being bonded together.

Grounding conductor not required for buildings installed under pre-2008 code cycle. Under 2008 NEC, an EGC must be routed with the circuit conductors... and no way around it.

If I remember correctly, prior to '08, if there was a metallic path between the buildings, such as your water line, an equipment ground was required, so, in your situation, an EGC is required.
