w hen using pvc on a outdoor service as a complete system to the weather head can se cable be used inside the conduit maybe 15 feet?

If you mean running a pipe to a weatherhead then it's a service mast. Usually it's 2" rigid metal conduit. Check your local codes and the power companies requirements.

Sure, as long as the point of attachment is fastened to something other than the PVC riser. Having said that, I don't know why you would want to do that. Why not THWN from the weatherhead to the meter?

This is not always true.

I consider a "mast" when the riser runs higher than whatever it is fastened to. That's generally the only time I see metal. Otherwise PVC or SE cable is used.
