Does anyone know of a code requirement that would make a certain size tank a hazardous location?

how big are you wanting ?
might call your fire chief and if gated comunity might ask but i see no issues. Mine runs on propane and could have 1,000 gal. but only have 50

At 660gals, you have to install outside. See NFPA 30, 54 and 110.

There is nothing in the NEC that classifies according to tank capacity. However, NEC Table 515.3 gives specific criteria rules for determining classification of bulk storage plants.
