Load side panel ???

I have been working with the local fire department on a training facility. Currently they are installing a 100 amp panel that will be supply by a cord/plug connection until permanent power can be provided (afforded). The question is if the panel is supplied by an extension cord, providing only 120V at this time, do the neutral and grounds get separated or do they get bonded at the panel. I am incline to believe that they would be isolated as required by 250.32 even though it is fed by the extension cord. When permanent feeders are provided, they need to be isolated also, so is there any issues on doing it now?

I don't think the code will allow this installation at all. Reference 400.8(A). If they cannot yet afford to have the wiring permanently and properly installed, then they cannot afford to have this panel installed.
