Yes, 310.15(B)(2)(a) does apply to service entrance conductors.

310.15(B)(2)(a) would apply, but I come up 322 Amps not 287.
When adjusting the allowable ampacity you can use the 90 degree column, which is 230 amps.
Now you would 460 X .70 = 322 amps.
