In-Line TVSS

I have a job where the engineer is requesting "in-line" din rail mounted 120 volt TVSS units for each control circuit (line side) in all control panels we provide. He also wants a TVSS unit on the load side of the control circuit as well.

My question is involves where in the line side control power feed should I mount a TVSS. Can it be ahead of the "Stop" button, or should it be right after the "Stop" button? Or would it even matter?

I guess that he is worried about line surges coming from either side of the Control Panel whether it is line side or load side.

Has anyone ever seen this before?

I am working a design for a motor controller with PLC and have spec'd a Sola STV in line 120 V TVSS. Power comes from the control transformer and thru the STV to the controls.

Also before I have used quite a few of Levitons in line TVSS, its a nice unit, but bigger than the sola. From what I recall the inline TVSS have better protection than one fed from a branch circuit.
