I have an outdoor bollard light about 100ft from the building service point. I ran equipment grounding conductor (EGC) to the light and additionally installed a ground rod at the light and bonded it to the EGC. Is there any problem with this setup? I being cautioned that there can be a potential of failure during lightning surge due to ground potential rise. I am not sure what that means? Does anyone see a problem with it?

What you have done is code compliant and will not have any problems.

Connecting a ground rod at a lighting standard, pole or bollard is not required in accordance with the exception to 250.32(A) but is permitted in accordance with 250.54 provided that an EGC is brought to the light and the ground rod is bonded to the EGC.
