Unfortunately the best way to get anything done is to head down to Halsey St. in Newark. We are going through the same thing. The board meets once a month to approve business permits, the website has a link stating when the packet needs to be submitted by to be reviewed in time for the meeting. He has all the forms and knows what's what and what you need to send with a check for the right amount.
With the downturn in the economy, the locals here stepped up the offerings for license prep classes for guys on unemployment. The contractors test class sizes doubled and needed to be offered on 2 days each quarter with over 250 people testing each day (the test still has a 74% fail rate).
