GFCI and Megger

Have some panels with Siemens 20 amp type BF120 GFCI breakers . Before we power these panels up for the first time I want to Megger the panel buss . The instructions says to REMOVE the circuit breaker . Would I not be ok if the breaker is in the OFF position ? The megger voltage will be 500v . Don't want to assume anything . You know what can sometimes happen when you assume something .....

I would take them out, I guess it is possible to (maybe) arc enough to cause a problem with the semi conductors.

If the instructions say remove the circuit breaker, then do it.

Even though the breaker is turned off, the electronics is still connected to the busses, and will be damaged, remove them.
