the weather head is a termination point.
Here. I also with service entrance you can't do it as per poco, but if you are ser after a disconnect then you could use a weather proof box with raintight connectors. I can't see how this would make sense to do on a house though, besides looking very jackleg./ just replace the cable.

I am at a bit of a loss but isn't there somewhere in the code that allows conductors to be run exposed on a building provided they are protected within so many feet of the ground.


For open service conductors see 230.51
(C) Individual Open Conductors. Individual open conductors shall be installed in accordance with Table 230.51(C). Where exposed to the weather, the conductors shall be mounted on insulators or on insulating supports attached to racks, brackets, or other approved means. Where not exposed to the weather, the conductors shall be mounted on glass or porcelain knobs.
