Re-identified ungrounded conductors

An electrical contractor doing installations in the power plant I work in ran out of brown, orange and yellow #8 awg wire for some 25 HP motors they were wiring up. Found them using #8 awg GREEN wire because that is all they had at the time. They were using black shrink tube (with a heat gun) to reidentify the entire length of the three 480 volt phases to the motors. Is this a code violation according to arcticle 250.119?

Not only is it a violation - it's a serious waste of time, and therefore money to do so (Especially since they might be doing the installation twice...) - where is the nearest supply house? If it is on the way in to the job, the next day - they could have gone home - picked some up the next morning and done the job right once....
