250.30 A 1 where would you bond?

Situation. 40kw generator with a 200amp breaker on gen. Generator is being installed as a separately derived system.
Contractor installed outside fusible disconnect. This is where they bonded the neutral and ground. The inspector passed the install. His reason was they view the generator,as a whole, as the SOURCE withstanding that the gen. has the first OCP. But he did go on to say that it would also be acceptable to bond in the gen. For what ever reason I cannot wrap my head around his ruling. 250.30 A 1 states it is to be bonded from the source to the first disco. or OCP. I would say it should be bonded in the gen. not the disco. since the first OCP is on the gen. Am I over thinking it? Not that it matters since as I said the inspector passed the install. It's just something to think on.
