I use 514.3b1 to determine what my location is classified as? I am estimating a major repair garage without any pits in the floor. It seems everything in the table involves a pit in the floor. What would be my class 1 division # be? Can I have Just a straight class 1 Location?

Unless they dispense fuel in the garage, I think you need to be looking at 511.3(C) rather than 514. Note that, without any pits, and with the proper ventilation, there may be no classified area.
