Transformer

Scenario: 150 KVA Transformer in Hollow space (yes against code) over ruled.
25 foot tap rule is in place. but the Secondary Overcurrent is 12 feet above the ground level. following that another 7 feet down to panel LP R 42 space.
I believe it should be no higer then 6 ft. 7?

240.24(A) would be the code section that requires the overcurrent protective device operating handle to be not higher than 6'7" AFF.

If the disconnect is at the same level as the transformer, then a distance above 6'7" might be acceptable.
