Reading rule 517.14 for panelboard ground bus bonding.

If I have (2) critical emergency panels C1 and C2 and one normal power panel N1 to serve a patient care area.

According to 517.14 rule, can we bond panel C1 and C2 ground bus together, and from panel C2 ground bus we bond to panel N1'ground bus and still meet code?

I.E. we don't have to run the extra bonding wire between panel C1 and N1, which of course this is perfect but it will add some costs to the job.

I don't see anything wrong with that.

I do like to see two paths to ground from any device but thats preference.

You are correct, the panels can be daisy chained to achieve the required equipotential.
