This section requires:
Secondary batteries permanently installed in or on buildings, structures, or premises, having a nominal voltage exceeding 24 volts and a capacity exceeding 10 ampere-hours at the 1-hour rate, shall be installed in a battery room or battery enclosure.

I am curious why it's "...24 volts and a capacity..." and not "...24 volts OR a capacity..."

Which, if any, of these installation requirements apply for cells less than or equal 24V nominal?

They are just setting aminimum size, not much to some 24V systems. I am pretty sure this section (and all other installation sections) are being removed in the next cycle anyways.
