what twist-loc is this

Ok, i didn't draw this picture, a friend sent me this, i don't think the plug said 120v on it, i think that just how he noted which pin was on the hot. But the ground looking like a "T" facing out is what stumped me, I think 347v has a "T" shaped ground but it points in not out.

The L24-20 seems identical but the T is reversed so i would still think it would twist, it t's at the tip, the shaft would remain arc shaped like a typical connector

I take it back -- I guess it could twist if the T was just at the bottom and the slot was not seen. Odd ball for sure-- could it be European or Canadian?
