I don't have 70E in front of me, but if your asking what I think you are, I believe it would fall under testing and troubleshooting, since you are "testing" rotation.

Not really what that article is talking about, but I see where you are going. A better eference would be 130.1 (B)(3) which states testing is an exception to the requirements for an EEWP. You can also look at the "Working..." definition in Article 100 which calls your testing :Diagnostic".

So you can do phase rotation testing while energized, you have to wear the required PPE but do not need an EEWP.
