is it permissible to run a feeder through a strip mall inside the building having it pass through multiple rental suites before terminating in a sub-panel.

I agree, if each tenant space is considered a separate building.

Not all fire rated walls separate a building into 2 separate buildings.

Nor would there be a need for fire walls in some cases. Depending on the occupancy group, the level of fire protection changes. If they are group "B" occupancy there may not even be a fire wall separating tenant spaces.

You should talk to the owner and make sure there's nothing prohibiting this in all the leases of the tenants involved. Been biten before. Not fun.
