A 45kva dry type transformer was installed inside with an underground conduit feeding the primary.This conduit has no mechanical connection to the enclosure.The vents on the bottom of the transformer have been cut out (with what looks like a shovel)to allow the conduit to enter the enclosure.There is however a bonding bushing with a ground wire attached to the enclosure .I would see this install as a violation of 08-300.10 .The manufacturers spec state that this is an acceptable location to enter this enclosure.I dont see how this vented area will accept the locknuts and create a metallic connection to comply with this code.

In my opinion to the letter of the code you are correct if the conduit is not mechanically connected to the enclosure.

But ... that is pretty vague are their lock nuts on the conduit connecting it to the case at all?

As the conduit has a bonding bushing I think you are worrying over nothing.
