As a general rule no, plenum rated communications, Class 2 and 3 cables etc... don't require installation in a raceway.

Check your local codes, there are areas of the country where it can be required (Las Vegas)
Why would you install plenum wire in conduit?
If you have to install conduit because AHJ doesn't allow it, why do you need plenum wire? Now if you run couple hundred feet I wouldn't be worried, but if you run hundreds of thousands of feet, at 100 or so price difference.... and being made to install a conduit anyway....
The idea of a plenum wire is that the plenum wire has very little (or none) smoke being generated when it burns, it's not combustible and doesn't create smoke (or least not much). So not only is made to be freewired, it's also made to be freewired in enviromental spaces.
