What is an example of the effective insulation refered to in condition 1 of table 110.26(A)(1)? Thanks!

I guess i was overthinking it. Seems like they are just refering to is the wall material.

I once put on a drawing that a handrail (located between 36 and 42 inches from a panel on the opposite side of a catwalk, with the panel rated 220/380V) had to be wrapped with a rubber material, so that I could call it a Condition 1 installation.
