Lowes Dryer Installation Qustion...

Ok first of all my name is Chris I recently purchased a Dryer from Lowes. The other one we had ended up crapping the bed blah blah. So we get the new Dryer hooked up by the delivery guys plug it in and the stove goes out wich was kinda fishy but we had a electrition come in a and he solved the problem with the kitchen fuse or what not. He noticed that the dryer was hooked up wrong I noticed myself cause in the Dryer cord installation manual it says to put the green wire to the green bolt. But the way they hooked it up was leaving the green wire in the middle and the white that was supposed to be replaced with the green they kept it were it was. Hope you guys are following what im saying. Wich the dryer worked perfectly w/o changing the green (ground) and white wires. But when we hook it up like the manual says it doesnt even kick on. Was wondering if anyone else noticed this.... And if so how do i fix this problem?
