SO cord connected to switches

I recentley had an installation for exterior low votage lighting. Using step down transformers that came with a cord and cap to plug into an outlet. I removed the cord cap and wired it directly, using a strain relief connector in the box and to a switch as a means of disconnect. The inspector turned it down citing it was against the code to connect SO cord to a switch. He did not refer to a certain section of the code. Is there anything in the code (2008) against the type of installation?

In article 400, 400.7A lists uses permitted and 400.7B states the cord must equipped with an attachment plug and shall be energized from a receptacle outlet
