If I am running from a free standing meter on the property of a single family dwelling and running to an ATS (in the house) with a main breaker in it, do I need a breaker at the meter?

If it is, you may not have to have one depending on how far it is into the building etc..

If it is not, than you need one at the residence. Either way not, necessarily at the meter.

Most likely not. Just curious how things might be elsewhere. In my area all undergrounds are fed from a meter pedestal that have a breaker in them.

Usually, no. What matters at the house is what is the first thing the feeder terminates on?
