Neutral Conductor

Is the addition of 200.4 in 2011 to stem the problem of using an over sized neutral conductor for two branch circuits of the same phase? I read that multi wire circuits are still permissible. Can someone clarify this for me please?

I think this clearly forbids the use of the same neutral wire for two circuits that share the same phase. That is because it would not constitute a MWBC, and it would therefore be two separate circuits.

MWBCs are still permitted, but two MWBCs cannot share the same neutral wire.
