3 phase 400 amp backup generator

Hi, I'm in the planning stage of connecting a 3 phase 400 amp generator as backup power for a restaurant. I intend to power the whole building with this generator. Does the NEC require a disconnecting means between the meter and the automatic transfer switch?

Not if the transfer switch is service rated.

I might add it would also have to meet the requirements of 230 Part VI (location, etc)
