We have a pedestal mount Nema-3R loadcenter roughly 80' from the home. The loadcenter is mounted on a uni-strut pedetal. We are running a equipment grounding conductor sized for the 60A feeder. DO we need to provide a grounding electrode at the uni-strut pedestal per NEC 250.32?

Yes, a pedestal is a structure and the load center is being supplied by a feeder therefore 250.32 applies and you would need a grounding electrode system.
