Can i use NEC standards applying in IEC type cables? What is the proper standard should I use?

First, keep in mind that NEC is not a design standard, it is a Code Book to provide minimum requirements for safety.
With that said, no, standard IEC cables are different sizes (mm^2), and are typically installed by different methods.
You will need IEC cable ampacity tables for your installation type. Check with an IEC cable supplier for the info needed.

It would depend on if the NEC governs your installation as stated by others. I'd say though that engineers that I know who work with multinational corps that work on sizable projects oversees (specially in the middle east) are definitely intimate with the IEC and follow those guidelines. I would recommend you get your hands on IEC documents and get to reading if you will be focusing on work in that part of the world.
