Guys, didn't the Code change either in 05, or 08 requiring a grounding
conductor in conduit rather than counting the fully connected conduit
raceway as the ground?

NFPA 99 actually acknowledges the metalic raceway being the better EGC.

May I ask for a reference Roger?
Skeshesh, I am looking at the 2002 and it is A.4.3.3.1.3.

I'll post it if I can find where I have posted it before.

Skeshesh, here is what it says

NFPA 99 A 4.3.3.1.3

The performance of the grounding system is made effective through the existence of the green grounding wire, the metal raceway, and all of the other building metal. Measurements have shown that it is the metal raceway and building steel that provide most of the effective grounding path of less than 10 milliohms at the receptacle, including plug to receptacle impedance. The green grounding wire becomes a backup, not a primary path performer.

Interesting, thank you Roger. I haven't the time to look it up right now so thanks for the reference. I'll need to dig deep into 99 soon though as there's a big project with a VA hospital coming up soon.

You may now have a fly in the ointment with the word "hospital" :D
NEC Art 517 in many hospital locations will require a equipment grounding conductor in a raceway that also qualifies as an equipment grounding conductor (NEC reference is 517.13)

I think that it's a local code amendment. Otherwise I'll be mad that Mike Holt left that out of his 2011 code changes book.

I'm fairly familiar with 517 although I need to brush up on it, but I read 99 a while ago. Out here in Cali we're still on the 2008 NEC (CEC 2010) but I really should start catching up on 2011.
