Hello, in a clause , which explains the protection of phase conductors, of the indoor electrical installation code of my country, it says "on every phase conductor, except 3 phase motor circuits overcurrent protection devices must be used". So do you think it makes sense to you?

I believe they are referencing that fact that in Art 430 we protect the conductors from short-circuit/ground-fault with our protective device and depend on the motor overload protection to also protect the conductors from overload.
Art 240.4 requires overcurrent protection for conductors at their ampacities unless permitted in (A)-(G) which includes motors.
