I have an existing 400a panel installed in a bathroom in a commercial building. There is a complete remodel of the area, the contractor removed and replaced all wiring in this double panel. Is there a chapter and verse that requires work done on an existing panel, that it must be brought up to current code requirements, as in moving the panel?

That would be an AHJ call. But why would you think you need to move the panel? The only prohibition against overcurrent devices in bathrooms applies to dwelling units and hotels. See 240.24(E).

I will add that is the panel has the service disconnecting means in it that will be a problem. Service disconnects are not allowed in any bathrooms.
