Is it acceptable to put Green Tape on a Black cable used as the Ground Conductor?
Is that also acceptable for a Neutral, White Tape on a Black cable?
I generally never use tape on any Ground or Neutral, but will on cables for 3-phase 480V; three black cables with Brown, Orange & Yellow tape.

ground, grounded or grounding? See 200.6 means of identifying a grounded conductor (neutral) #6 or smaller. if its #6 or larger , it is permissible to phase tape it at points of termination and access (ie j boxes, pull boxes etc.) conductors smaller than #6, the white or natural grey shall be the insulation covering color for the entire length of the conductor. same goes for grounding conductors. as a practical matter, it is not real easy to get green or white wire in larger sizes, probably because the code allows tape to be used to ID ground or grounded conductors in larger sizes.

250.119 Identification of Equipment Grounding Conductors.
Unless required elsewhere in this
Code, equipment
grounding conductors shall be permitted to be bare,
covered, or insulated. Individually covered or insulated
equipment grounding conductors shall have a continuous
outer finish that is either green or green with one or more
yellow stripes except as permitted in this section. Conductors
with insulation or individual covering that is green,
green with one or more yellow stripes, or otherwise identified
as permitted by this section shall not be used for ungrounded
or grounded circuit conductors.

so changing any color to make it a ground is not acceptable...
changing colors to make them neutrals is, and changing white wires on cables to any color other than green is acceptable...

That only applies to conductors smaller than #4.

250.119(A) Conductors Larger Than 6 AWG. Equipment
grounding conductors larger than 6 AWG shall comply with
250.119(A)(1) and (A)(2).
(1) An insulated or covered conductor larger than 6 AWG
shall be permitted, at the time of installation, to be
permanently identified as an equipment grounding conductor
at each end and at every point where the conductor
is accessible.
