GRS Elbows with PVC Conduit

Are there any restrictions on using GRS elbows with PVC Conduit? I saw that NEC 250.80 allows the use of GRS elbows without them being connected to the grounded system conductor for underground service-entrance conductors if the elbow is min 18" below grade. What about for non service-entrance conductors? I have seen specs requiring the use of GRS elbows with PVC conduit but I saw that NEC 250.86 requires that all metal raceways be connected to the grounding electrode conductor. Is it possible to bond a GRS elbow if the conduits on either end are PVC?

In the '08 Code, I believe Exception #3 in 250.86 takes care of that for underground conduit runs.
