WHERE IN THE 2011 NEC DOES IT INDICATE SPLICES ARE NOT PERMISSIBLE WITHIN PANELBOARDS/LOAD CENTERS AND ARE NOT PERMITTED TO BE USED AS RACEWAYS

In fact it says you can use them as raceways up to 40% fill and splices up to 70% fill.

See 312.8 but read the entire section, do not stop at the first sentence.
