Lights flicker

On a projects where there are (3) xfmrs off of one distribution boards, the lights powered from only one of the transformers will flicker for periods of time, typically when restaraunt is full. any suggestions or experiences with such problems? Contractor has verified the correct dimmer and ballast configurations.

Might that panel also feed largish motor loads, like the walk in freezer or the AC that come on and off automatically, making it random? If the system is sized marginally or poorly balanced, motor starting can make the lights flicker.

I would lean toward a mis application between the ballast and dimmer, removing the dimmer and using a regular switch to just see if the flicker is still there, in cases like this a fluorescent lamp will more strobe then just flicker if that is what it is doing.

I once saw a place where the transformer is 98% loaded, the lights would flicker every time the 15HP water pump would kick in. and then the UPS would ring alarm bells. and then the people would go crazy
