Run EGC for 400 feet?

Neither one--- meter to first ocpd gets the neutral and ungrounded conductors. After the disconnect with OCPD you have the neutral, egc and the ungrounded conductors to the separate structure. No egc is run from the meter to the first disco.

Fine.. that makes it easier. The question is still unclear.. if I have a seperate OCPD at the cabinet, wouldnt it make sense to create a new ground system and bond it there? That way if anything shorts to metal which is grounded, that breaker will trip, rather than having to rely on a breaker 400 feet back?

The system is grounded back at the transformer. You do not create a new ground system. All metal components are grounded either way. The issue with earthing the neutral again is parallel paths for neutral current to flow on as well as voltage drop from these metal objects at same potential as the neutral to ground, because it is normal for the neutral to carry current. You can earth the equipment grounding conductor as many times as you want and this is not an issue because the equipment ground does not normally carry current.

Impedance of 400 feet of conductor is a bigger issue with tripping the breaker in a timely manner than where the bond is located.
