Well ... is the 'qualified employee' a professional, qualified to use his judgement, to make the decision ..... or is he simply a somewhat retarded chimp with a tool belt, expected to only follow orders, without question?

If I'm the 'qualified' guy, it's my call ... and mine alone. Everyone else can either do it themselves, or go pound sand.

Oh, wait ... I hear an attack of cleverness approaching. "They" will simply decide that they won't ever use my services again? I'll lose my job? Well, that's the breaks- life ain't all mice and moonlight. Remember ... pros are paid for their judgement, and if some jackalope doesn't agree, we're better off apart. It might be his nickel, but it's my life.

I keep thinking to certain movie scenes. "Ghostbusters," where the inspector bullied the electrician into releasing the ghosts. "Die Hard," wher the agent bullied the electrician into killing the power. Both movies depended on those scenes for the mahem that followed.

Who you gonna call? :)
