Two Services?

Here's the situation:

A retail tenant space is being divided into two spaces. There is one 4 inch conduit from the meter stack. Can I run power to both 200A panels in the same conduit?

There are breakers at each meter outside. So are these feeders or service? Please help asap.

If you are on the load side of an overcurrent device it is no longer service conductors, neutrals and grounds need separated.

You can run more than one feeder in a raceway, you must derate conductors accordingly for the number of current carrying conductors in the raceway.
