Fuel Tank Classification

We have a outdoor diesel tank used to dispense fuel to equipment. It is next to a massive hill/mound of coal. The tank and all associated fittings are constantly covered in a layer of coal dust.

Question is: What exactly is this Hazardous (Classified) Location?

Based solely on your description, it is most likely Class II, Division 2, Group F. Without seeing the installation, I have no idea what the boundaries are or if there are potential Class II, Division 1 locations. The "T-rating" is also questionable without knowing more specifics about the coal.
