Exterior generator Inlet installed behind-but above (Meaning: If you stand in front of the heat pump, and look directly at it, you will see the inlet about 6 inches above it)-permanent heat pump. Would you fail or pass this install?

I'm not sure what you mean? Could you elaborate?:?
A generator inlet surface mounted to an exterior wall behind a generator, but above (about 6 inches)—meaning able to be easily reached by hand. Note: It's pretty much the same as having (or installing) an AC disconnect.

I would pass it if it was the only choice of location..

Usually an ac disconnect is off to the side instead of up top though.
