Code violation to field install hasp to lock outer panelboard trim cover?

Is there a code requirement that prevents adding a locking hasp to the outer trim cover on a panelboard to prevent unauthorized access to the panelboard interior? Lock would be available to a qualified person.

nope, commercial panels have locks built in to cover.

this does not say you cannot lock panel.

240.24 Location in or on Premises.
(A) Accessibility. Overcurrent devices shall be readily accessible
and shall be installed so that the center of the grip
of the operating handle of the switch or circuit breaker,
when in its highest position, is not more than 2.0 m (6 ft
7 in.) above the floor or working platform, unless one of the
following applies:


Accessible, Readily (Readily Accessible). Capable of being
reached quickly for operation, renewal, or inspections
without requiring those to whom ready access is requisite
to climb over or remove obstacles or to resort to portable
ladders, and so forth.

Any thoughts about whether field modifying enclosure to add lock violates any listing of the panel?

I never understood that OCPD needed to be readily accessible and then we allow locks on the panels.

Should just say "readily accessible location". I have seen panels in the attic where you needed an 8 foot ladder to get in the attic and it was through the cloths closet. But to quote what I hear all the time about electrical,"It's easy, anyone can do it." The Home Depot parking lot is full of electricians, just waiting to wire your house, or paint it, dig a hole, what ever.
