strange voltages

Here's the scenario, I have 30 K.V.A. 600v/208/120 feeding a 60 amp panel, I've got some strange voltages on the load side of the 15 amp breakers, with the breakers energized I'm getting as follows: L-N=117V, L-G=202V , N-G=117. Now with the breakers de=energized I get this: L-N=0V, L-G=117V and G-N=117V. When I test incoming conductors at the panel I have these readings: L1-G=202V, L2=G=202V and L3-G=0V also have these: L1-N=118, L2-N=118V, L3-N=118V and lastly: A-B=205V, A-C=205V, B-C=205V, and N-G=117V. I'm thinking I have a tx issue any input would be greatly appreciated.....P.S. other panel being fed from a 45 K.V.A. TX is fine....Thanks
