Duct tape in panel

I know that duct tape is not "listed and labeled" for use in a panel; obviously installed to prevent contact with live components. However, any ideas why? Could it be the tautness of the conductors at the splice? DSCF2456_edited-1.jpg

My guess is that for some reason someone did not want the positions at the bottom used. mayeb at some point they were intended for some specific purpose. Or maybe they were damaged in some way, such as by paint splatter.

My guess is they were using sockets and/or wrenches to install the split bolts and covered the buses with tape to prevent the Big Blue Zot from appearing.

What's that top left breaker say on it (the one that is only 1/2 in the piture)? Am I mistaken or is that a counterfiet Sq D breaker?
