New service feeders

I have an existing 600a 120/240v Meter section eighty feet inside of an existing building. The feeders are parrallel runs of 350kcmil from the gear out of the building with weather heads for power company connection. The feeders are run in emt 3" . Is my only option to install a 600a 3r disconnect outside with risers for overhead service.

Hard to say without more info. If the pipe out of the meter is straight up thru the roof then I would say that sounds like your only realistic option.

Conduit is ran inside the building 80 feet unable to run through the roof power company made owner remove due to height of power pole not being able to achieve adequite clearance above roof.

The Code does not specify a length the service conductors can run inside a building without a disconnect but I can't imagine any inspector accepting 80 ft. You can encase the conduit in concrete and it would be consided outside (see 230.6)
