Welcome to the Forum.
That has been discussed here previously and I believe the consensus of opinions was that 110.26 does apply.
There are some who do not feel it is subject to be inspected while energized so the only "for sure" answer would come from your AHJ.

I agree with Gus.

FWIW I am in the camp that the A/C disconnect needs working space clearance as specified in 110.26(A) but that is just me.:)

I've been in the field where the mechanical installer stated that their code stated that their equipment needs access spacing for their lid covers.

Access to a VAV or a VAB box is a fine example.
