Under the code are drinking fountains with compressor units and electric water coolers treated the same? In other words do they both have to be GFCI protected.

Are drinking fountains and water coolers considered the same.

No, in 2008 electric drinking fountains (the ones with a compressor in it) must be connected to a GFCI-protected outlet. The one with a tub of water on top does not require GFCI.

To get down and real technical a drinking fountain will have no electrical parts. It is connected to a cold water line on the premise. As Jude said if it were a water cooler then it would be required to be GFCI'ed
