We are running a 250mcm grounding conductor in a cable tray. Art. 250.119(A)(1) states that we need to identifie conductor where ever it is accessible. Common practice is just at termination points. Do we need to identifie this "black" 250mcm as ground in the tray?

That's a good question. Per code it seems like it is necessary to mark it the entire length but I would check with the AHJ. Maybe someone else can help further.

If any part of the conductor is seen, after removing a door, cover plate, or the like, then yes it does need re-ID. I believe the purpose is to say: Without removing the conductor?if you can see it, then it needs to be re-Identified. So, If I unscrew a cover plate, and see the conductor, then all conductors need to be identifiable.
